Formal establishment of the KRG Department of Foreign Relations

The Kurdistan Regional Government (KRG), as part of Federal Iraq, first established the Department of Foreign Relations (DFR) through Executive Order No. 10728 on 27 September 2006.

Through Order 10728, Falah Mustafa Bakir was appointed Head of the Department with ministerial rank.

The structure of the DFR was formally delineated via Executive Order No. 143 on 25 January 2009. The DFR operates in full coordination with the Ministry of Foreign Affairs of the Federal Republic of Iraq in order to promote relations with the international community.

Prime Minister Nechirvan Barzani has spearheaded the KRG effort to build ties with foreign governments and international institutions and firms in a wide variety of sectors. The DFR is the focal point for sustaining and strengthening such mutually beneficial relations. Principal duties of the DFR include:

Promotion of KRG foreign relations policy, oversight of KRG coordination with diplomats posted in the Kurdistan Region, supervision of KRG overseas representatives, facilitation of the visits of incoming delegations, certification of local and foreign documents, coordination with the United Nations and international organizations, stimulation of foreign investment and business activity, and a number of other related tasks.
